and Volume Search Radar for
CVN-21 and these are being
developed as part of the new
DD(X) destroyer programme
to beneft from a greater
volume order. The biggest
risk will probably be in the
Integrated Weapons System,
most of which is in Phase II.
Safe and adequate operatio­
nal testing of the IWS (pro­
viding self-defence against
anti-ship cruise missiles) will
require adequate trial means.
For many international ex­
perts however, the evaluation
programme set up for the
new EMALS catapult system
is the only real challenge of
CVN-21. If successful, EMALS
will signifcantly reduce the
complexity, space, and man­
power used up by traditional
steam and hydraulic systems.
It could also help increase
the life expectancy of carrier
aircraft due to a much smoo­
ther launch sequence.
The tools of empire
For the USA, maintaining and
improving such a mighty
and costly arsenal has a very
specifc role: in the frst place,
to defend the U.S. economic
model – with the U.S. dollar
as the only world monetary
yardstick – and to secure
the controlled access to
natural resources on a planet
certainly about to witness
during this century the harsh
confrontation between two
giants – a cash-strapped USA
and a reemergent China –
and, in the second place, to
promote the romantic idea
of liberty for the fttest; in the
Founding Fathers‘ pure ego­
tistic and undue self-impor­
tance way: “Uirtutem colomus”

e a China rica e próspera – e,
em segundo lugar, para pro­
mover a ideia romântica de
liberdade para os mais aptos;
da maneira puramente egoísta
e de excessiva auto impor­
tância dos Founding Fathers (as
elitistas pais fundadores que
escreveram a Constituição de
1787): “Uirtutemcolomus” (nós
praticamos a virtude) como
diziam também os Romanos,
